CMHA Kenora – Safety at the Kenora Emergency Shelter

Project status as of June 12th, 2024


This team sought to reduce the number of safety incidents reported at their emergency shelter after learning that there were up to 19 incidents related to client behaviour at the shelter every month. To address this issue, they implemented new policies relating to client access to bathrooms and the frequency of staff checking the bathroom areas. From January 2023 to May 2024, there were 51 incidents reported in the bathrooms. Of those, only 1 incident was reported after April 30th, 2024 (when the new policies were put into place).

Problem/Opportunity Statement:

Since Kenora took over the overnight emergency shelter in August 2020, we have noticed an increase in client behaviour incidents which is concerning as it impacts both safety of clients and staff. This has caused desensitized thinking for clients and staff and so we believe that the problem is likely bigger than the data will show.


AIM Statement:

We will improve safety at the shelter program by reducing the number of client behaviour or harmful Incidents by 20% by September 30th, 2024.
